The terrorist attacks of September 11 struck at the very heart of the American homeland. It was a new form of total war in the age of terrorism, and it put all Americans on notice that the United States is dangerously vulnerable and that new means are urgently needed to strengthen the security of the homeland.
 

Deliver technology solutions for detection, protection, decontamination, mitigation, containment and disposal of chemical, biological, radiological, and nuclear weapons of mass destruction.

Deliver technology solutions in the area of explosives detection and diagnostics with an emphasis placed on developing new and enhancing existing technologies for detection and identification of improvised explosive devices and large vehicle bombs.

Deliver technology solutions that safely diagnose and defeat improvised explosive devices (IEDs), improvised chemical and radiological devices, and vehicle borne improvised explosive devices (VBIED) and that more safely and effectively render terrorist devices safe.

Deliver technology solutions for the physical protection, cyber security and assurance of critical public, and private infrastructure systems required to maintain the national and economic security of the United States.

Research and develop technologies for criminal investigation, law enforcement, and forensic science technology applications in terrorism-related cases.

The terrorist attacks of September 11 and the subsequent anthrax attacks demonstrated the urgent nature of fielding detection and treatment systems to combat chemical and biological threats.
